Clem leads PRXY’s legal and regulatory framework, ensuring the firm’s fund administration services align with EB-5, securities, and corporate compliance requirements. He resolves any legal/regulatory issues that may arise with our clients or Partner Banks and spearheads our outreach with trade associations and government representatives.  

Clem has practiced corporate and securities law for 30 years.  Since 2010 he has represented EB-5 offerings across asset classes and jurisdictions nationwide. His clients have raised more than $4 billion across real estate, infrastructure, healthcare, hospitality, and other job-creating enterprises.
